Board - Officers

  • Stephanie Mizuno President

Stephanie was introduced to the sister city program in 2013 upon taking the position of Operations Manager in the Sacramento Office of the Mayor and City Council. In that position she served as the Mayor’s protocol officer to the sister cities program where she facilitated official meetings between the elected officials, assisted with visiting delegations, and coordinated meetings with the Sacramento Sister Cities Council. On retirement from the City in 2021, she became a member of the MSSCC Board of Directors, and in 2025 was appointed to the role of Board President. She has travelled to Matsuyama, Japan several times and has a deep affinity for the Japanese people and  culture.

  • Officer-Vice President

    Fusako Mizushima Vice President

Fusako was born and raised in Japan and have been living in Sacramento for over 50 years since 1970.

In March 1981, a delegation from Matsuyama visited Sacramento to prepare for the sister-city partnership between Matsuyama and Sacramento. Among the visitors were members of the Matsuyama Boy Scouts, who wanted to establish an exchange program between the scouts of Matsuyama and Sacramento. They visited the meeting of Troop 50, which is an affiliate group of the Sacramento Buddhist Church. At that time, my son was a scout, so I attended the meeting with him. This was the first encounter with our sister city, and in 1983, the first group of Matsuyama Scouts visited Sacramento. The following year, in 1984, the Sacramento Scouts visited Matsuyama for the first time, and the exchange program was officially launched.

Since 1986, I have been working as a board member and officer, dedicating my efforts to the sister-city relationship, and I continue to do so. In 2026, we will celebrate the 45th anniversary of the sister-city partnership, and I wish for the continued development of both cities for many years to come.
